Some residents objected at the rezoning stages. In November 2023, resident Vicki Cox wrote to the city planner opposing the Technology District rezoning, citing power outages, noise, environmental impact and traffic. At the July 2025 annexation and rezoning, residents raised concerns about access from Etowah Ridge Trail, and the approval barred it. No organized opposition campaign against the Switch campus was found.
Power and water
Georgia Transmission Corporation's planned Brandon Farm-Pittman Lake 230 kV line (about 5.17 miles across Bartow and Paulding counties) will serve the Switch data center in Cartersville; clearing is scheduled for Q2 2027, construction for Q3 2027 and service for Q2 2028. Bartow County Administrator Peter Olsen said Switch is powered by "Georgia EMC" with a 1,200 megawatt commitment (GPB, paraphrased); the specific cooperative was not named. The DRI's energy section is blank.
DRI #4061 estimates 1.3 MGD water supply demand and 0.65 MGD wastewater, provided by Bartow County. Bartow County's August 2026 policy statement says Switch "initially inquired about future phases using evaporative cooling" but "most recently they have stated that all their customers prefer to use closed loop because water is so controversial."

Switch's second Georgia campus; distinct from its operational "The Keep" campus in Lithia Springs, Douglas County. Per DRI #4061 (submitted 2023-08-29 by the City of Cartersville): location "South of intersection of Old Alabama Rd and Bates Rd to Paulding County line within City of Cartersville"; a first phase of 126 acres with a single data center building about 1,620 ft long plus driveways, detention ponds and an electrical substation, described as 6.5% of the overall acreage; this phase targeted for Q2 2026 and the overall project for 2046; estimated build-out value $772 million and about $15 million a year in local tax revenue. Property owner per the DRI: Carter Grove (Atlanta) ASLI VI. In November 2023 the city rezoned the roughly 1,946 acres remaining in the Carter Grove Planned Development to a Technology District; the city approved a further annexation and rezoning for the campus in July 2025, with a condition barring any access, including construction access, from Etowah Ridge Trail. Bartow County's August 2026 policy statement says Switch "has not disclosed numbers, but its campus is larger than Digital Realty and its buildout could well be larger," that Switch has not forecast jobs, and that the county has granted no tax abatements or payment-in-lieu-of-taxes arrangements to these facilities. Status: aggregator sites report phase 1 as operational, but no primary source confirming construction or operation was found, so the record stays at the November 2023 rezoning approval. Coordinates are the Old Alabama Road / Bates Road intersection from OpenStreetMap, the reference point the DRI gives; the campus lies south of it.
