Opposition and litigation at this site

Nothing on record as of October 12, 2026. No lawsuit, organized opposition, or contested hearing over Project Horizon (Tech oNE Crossing) in Kearney, Buffalo County, Nebraska appears in the sources this registry tracks. That is an absence in our sources rather than a finding that none exists, and local opposition often predates any coverage a national dataset would pick up.

If you live near this site and something is happening that this page does not show, that is worth telling us. Send us the document and it goes in the record with the source attached. For sites where opposition is already established, see every contested site we track.

A new status, a permit, a reception finding, or a lawsuit. Nothing else, ever.

Power and water

Phase 1 reuses 100 MW of existing capacity at the site's crypto-mining operation; SDV said it would pay for any infrastructure upgrades needed for the added demand.

Closed-loop chilled water system with a one-time fill; projected ~3.6 million gallons/year in total (KSNB), most of it landscaping (~2.24 million gal/yr at full buildout); Central Nebraska Today puts the data center alone at ~1,200 gallons/day.

Notes on the record

Multi-phase data center campus at Tech oNE Crossing, east of Antelope Ave. and south of Tech One Blvd/Global Drive, outside Kearney city limits. 368 MW total electrical demand at full build-out. Phase 1 reuses the 100 MW of capacity at the adjacent existing crypto-mining site, which is to be decommissioned after Phase 1; Phase 3 extends onto the former mining property. That mining site is tracked separately as the MARA Kearney Facility as of October 2026; this record is the successor AI/data-center campus, not a duplicate of it. WOWT (carrying a Flatwater Free Press report) says the city acquired roughly 112 acres for the Tech oNE tech park as a whole; as of October 2026, that report gives no acreage for the campus itself. It reports first phase completion by late 2027 and full capacity around 2030; the tenant is undisclosed under NDA. Permit conditions: development must begin within two years, plus annual hazardous-materials inventory. Coordinates are approximate, borrowed from the adjacent mining site on the same Tech oNE Crossing parcel complex.

What the record does not establish, and the document that would

In every fight on our tracker the decisive fact came out of a public records request. These are the requests for this site.

  • Tax abatements or other public subsidy
  • Permanent jobs promised
  • Land area
  • How the community has received it
Which document closes each gap
Tax abatements or other public subsidy
The abatement, PILOT, or development agreement approved by the county, city, or development authority, and the state's data center sales tax exemption certificate if one was issued.
Permanent jobs promised
The economic development application or incentive agreement, which usually states a job commitment and a clawback.
Land area
The rezoning application, the plat, or the deed recorded with the county.
How the community has received it
Planning commission and governing body minutes, public comment records, and any petition or lawsuit filed in the county.

Distances are between recorded coordinates, many of which are a city or county centroid, so treat them as approximate. Cumulative load on one utility and one aquifer is the question a planning commission rarely asks.
