Phase 1 (~240MW) operational since 2022-23; ~700MW planned across three phases (delayed from original timeline). Interconnected via Mountrail-Williams Electric Cooperative (a Basin Electric G&T member). Atlas Power's load drove the Charlie Creek-to-Watford 230kV constraint, the costliest real-time constraint in SPP for 2023 (~$1.1M in shadow-price impact across 35% of operating hours, per Yes Energy analysis of public SPP data); Basin Electric is adding 600MW to Pioneer Generation Station plus a new 230kV Canada tie partly to relieve this congestion. Williams County Commission voted unanimously 2023-06-20 to direct MWEC to cut power to Phase II over unmet final-inspection/noise-mitigation conditions; MWEC instead filed for a district-court declaratory judgment on its authority to do so, and the commission imposed a 6-month moratorium on new crypto data centers.
