Power and water

Site at 907 Falls St (Rainbow and John B. Daly Blvd); 600,000 sq ft across two phases; new electrical substation planned for the campus.

Notes on the record

Site is near the historic Adams Power Plant and the NYPA Robert Moses Niagara Power Plant (2,675 MW combined capacity). Phase I planned as ~282,000 sq ft over 24 months from groundbreaking. Economic impact estimated at $2B over 20 years per MRB Group analysis commissioned by NFR. Developed by Niagara Falls Redevelopment (NFR, controlled by Milstein family) in partnership with Urbacon. NO STATUS CHANGE. The 4 June 2026 City Council vote settled an eminent-domain lawsuit and transferred 10 acres to the city; the mayor states explicitly it was not a data-center approval and that there is no timeline for work to begin. Remains proposed.

What the record does not establish, and the document that would

In every fight on our tracker the decisive fact came out of a public records request. These are the requests for this site.

  • Cooling method and water use
  • Tax abatements or other public subsidy
Which document closes each gap
Cooling method and water use
The water service agreement, any groundwater appropriation permit, and the mechanical narrative in the site plan.
Tax abatements or other public subsidy
The abatement, PILOT, or development agreement approved by the county, city, or development authority, and the state's data center sales tax exemption certificate if one was issued.

Distances are between recorded coordinates, many of which are a city or county centroid, so treat them as approximate. Cumulative load on one utility and one aquifer is the question a planning commission rarely asks.
