Opposition and litigation at this site

Nothing on record as of October 10, 2026. No lawsuit, organized opposition, or contested hearing over CSRE Properties South Dakota Blockchain Facility (Ben French Substation) in Rapid City, Pennington County, South Dakota appears in the sources this registry tracks. That is an absence in our sources rather than a finding that none exists, and local opposition often predates any coverage a national dataset would pick up.

A new status, a permit, a reception finding, or a lawsuit. Nothing else, ever.

Power and water

Blockchain Interruptible Service: Black Hills may interrupt service in part or in full for up to 300 hours per calendar year. The customer reimburses utility-side interconnection capital.

Notes on the record

Per the public amended agreement, the Facility is the customer's 'data mining and processing equipment located and/or to be installed in the vicinity of Company's Ben French substation in Rapid City.' The agreement only takes effect once a real-estate purchase between the customer and Black Hills Power closes; the original deadline was 2026-06-30, and an amended agreement was filed 2026-08-18. The customer's principal place of business is 490 Deadwood Ave., Rapid City. The Ben French generators on Deadwood Ave are slated to retire in 2027, when Lange II replaces them. No MW figure is public; the agreement is largely confidential. The entity name matches the 'CSRE Properties' naming of CleanSpark's real-estate subsidiaries, but no source read this session confirms the affiliation. Coordinates are Wikipedia's Ben French station point.

The water service agreement, any groundwater appropriation permit, and the mechanical narrative in the site plan.
Tax abatements or other public subsidy
The abatement, PILOT, or development agreement approved by the county, city, or development authority, and the state's data center sales tax exemption certificate if one was issued.
Permanent jobs promised
The economic development application or incentive agreement, which usually states a job commitment and a clawback.
Land area
The rezoning application, the plat, or the deed recorded with the county.
How the community has received it
Planning commission and governing body minutes, public comment records, and any petition or lawsuit filed in the county.

Distances are between recorded coordinates, many of which are a city or county centroid, so treat them as approximate. Cumulative load on one utility and one aquifer is the question a planning commission rarely asks.
