Timeline from the record
Newest first. Record entries come from the filings and reports the registry cites. Coverage entries are headlines from publisher feeds we monitor daily, linked to the outlet; last checked September 14, 2026.
- August 2025ProposedBLM's Four Rivers Field Office received Rhea Data's application for a large-scale data center campus in August 2025. Rhea supplied more information in spring 2026, and BLM plans to publish a notice of intent in the Federal Register before the end of 2026. That notice opens NEPA review and public comment. How the community has taken it
Reception is a sourced signal, not an editorial judgment: contested means active public debate is on record, with hearings, petitions, or organized opposition, without litigation.
The Idaho Sierra Club called the proposal 'unacceptable', citing air quality, climate and water. Golden Eagle Audubon Society raised concerns about the adjacent Blacks Creek bird reserve. Boise Mayor Lauren McLean said public lands should stay in public hands and called for a statewide framework before large data centers are approved.
Power and water
The preliminary design includes an on-site natural-gas power plant and electrical connection facilities to Idaho Power. BLM Four Rivers Field Manager Jared Blades told KTVB the plant could produce 'about 450 megawatts'. Other outlets say BLM was still holding back the power figure while the design takes shape, so treat both MW figures as preliminary. East Idaho News says the campus is linked to Arevia Power's proposed 400 MW Snake River Energy solar project on BLM land north of Twin Falls.
As of September 2026, BLM was still asking for details on water demand and on whether cooling would be a closed or open system. No water figure has been published.
Notes on the record
Proposed 4-million-sq-ft, multi-building campus on BLM-managed public land in southern Ada County, near Blacks Creek Reservoir on Kuna-Mora Road and east of Meta's Kuna data center. Transmission and electrical rights-of-way extend into Elmore County. Acreage differs by outlet: 3,226 acres (BLM spokesperson, the figure recorded here); a ~3,200-acre campus plus ~550 acres of rights-of-way (3,750 total); or ~3,700 acres. The 600 MW data-processing figure comes from a hedged statement by BLM Field Manager Jared Blades ('I think that has a 600-megawatt data processing capacity'), repeated by KIFI. Treat it as preliminary. The pin is the OpenStreetMap feature for Blacks Creek Reservoir, the landmark the sources name. It is not a parcel location; no parcel or legal description has been published. This is a different project from rPlus Energies' Blacks Creek Energy Center solar plant south of the Boise airport. Rhea Data had not responded to media requests when these articles were published.
What the record does not establish, and the document that would
In every fight on our tracker the decisive fact came out of a public records request. These are the requests for this site.
- Tax abatements or other public subsidy
- Permanent jobs promised
Which document closes each gap
- Tax abatements or other public subsidy
- The abatement, PILOT, or development agreement approved by the county, city, or development authority, and the state's data center sales tax exemption certificate if one was issued.
- Permanent jobs promised
- The economic development application or incentive agreement, which usually states a job commitment and a clawback.

Distances are between recorded coordinates, many of which are a city or county centroid, so treat them as approximate. Cumulative load on one utility and one aquifer is the question a planning commission rarely asks.
