Jones Eagle is controlled by Eagle Asset Holding Inc., whose sole owner, and Jones Eagle's manager, is Qimin 'Jimmy' Chen. Chen, a naturalized U.S. citizen born in China, sued the State of Arkansas (AG Tim Griffin, Ag Secretary Wes Ward) over Act 636 (foreign ownership of ag land) and Act 174 (foreign-party-controlled businesses), whose restrictions reach owners with ties to certain countries including China, arguing the laws were unconstitutional and were applied to retaliate against his business. U.S. District Judge Kristine Baker granted a TRO in Nov 2024 and a preliminary injunction in Dec 2024, finding Jones Eagle likely to prevail; Arkansas's appeal was argued before the 8th Circuit in Jan 2026 and remains undecided. Operates ~2,800 mining computers per Arkansas Business reporting; investment reported >$1.4M excl. Entergy deposits/land lease.
