BluSky AI's own SEC-filed Form 8-K and the underlying Ground Lease with Option to Purchase (Wild Mustang Ventures, LLC, June 30, 2025) were read directly and contain no property-tax, abatement, tax-increment-financing, or PILOT provisions. Neither Milford City (four active public bodies, none a CRA/RDA) nor Beaver County has a Community Reinvestment Agency or Redevelopment Agency; Milford City's own "Economic Development" link points off-site to a county tourism page, not an incentive program.
