The tiebreakers used here are DC BLOX's own portfolio page, which lists ten campuses and none in North Carolina, and the fact that its own 2021 High Point announcement URL now returns HTTP 410. investmentUsd is the announced $305M ceiling, which the EDC release itemises as >$40M real property + >$9.6M DC BLOX personal property + >$255.4M 'induced customer investment' from tenant equipment, it is NOT $305M of developer capex.
