Hearings, public comment, petitions, or organized opposition are on record, and no lawsuit has been filed so far. How the community has taken it
Reception is a sourced signal, not an editorial judgment: contested means active public debate is on record, with hearings, petitions, or organized opposition, without litigation.
Heavy organized opposition (Pacific ROOT Coalition, Franklin County Rural Coalition) over wells, the Meramec River corridor, noise and a conflict-of-interest allegation (a landowner sat on county P&Z). The County Commission approved the rezoning unanimously over that opposition.
Power and water
Developer proposes cooling with treated effluent (gray water) from Pacific's wastewater treatment plant rather than groundwater, and would fund about $15M of plant upgrades. Community-hired experts estimated cooling needs near 1 million gallons per day.
Notes on the record
Also reported as the 'Crooked Creek' farm proposal and the 'Beltline Energy Project'. About 500 acres off Highway O south of the Meramec River, in unincorporated Franklin County outside Pacific's city limits. St. Louis Magazine reported a presentation of up to 16 buildings, 'up to a $16 billion total investment', and a project that, per Beltline partner Ryan Sanders, 'could draw as much as 1.2 Gigawatts if fully developed'. These are ceilings and a projected electric draw, not firm figures, so no planned capacity or investment figure is recorded. Jobs as presented: about 1,000 construction jobs per year over eight years and 360-500 full-time jobs (a range, so not structured). Franklin County P&Z recommended denial in April 2026. Beltline withdrew its City of Pacific PUD/annexation application on Aug. 7, 2026, after Pacific adopted a one-year moratorium, then pursued county rezoning, which the County Commission approved on Sept. 15, 2026. A Baxtel listing calls the project 'withdrawn'; it conflates the city withdrawal with the county track and is not relied on. Coordinates are the OSM point for Phelan Road (Baxtel lists 684 Phelan Rd), a road-level approximation, not a parcel centroid.
What the record does not establish, and the document that would
In every fight on our tracker the decisive fact came out of a public records request. These are the requests for this site.
- Power capacity in megawatts
- Cooling method and water use
- Tax abatements or other public subsidy
- Permanent jobs promised
- Which utility serves it
Which document closes each gap
- Power capacity in megawatts
- The utility's large load service agreement, the interconnection request in the grid operator's queue, or the electrical site plan in the permit file.
- Cooling method and water use
- The water service agreement, any groundwater appropriation permit, and the mechanical narrative in the site plan.
- Tax abatements or other public subsidy
- The abatement, PILOT, or development agreement approved by the county, city, or development authority, and the state's data center sales tax exemption certificate if one was issued.
- Permanent jobs promised
- The economic development application or incentive agreement, which usually states a job commitment and a clawback.
- Which utility serves it
- The electric service agreement or the utility's filing with the state public utility commission.

Distances are between recorded coordinates, many of which are a city or county centroid, so treat them as approximate. Cumulative load on one utility and one aquifer is the question a planning commission rarely asks.
