DCD (February 2026) reports project is in design phase; 'broke ground' claim in original record is unsupported by the cited source. Hawaii's structural barriers (highest US electricity costs, limited grid capacity) make large-scale hyperscale AI builds unlikely; Servpac MTP2 is the only Hawaii project of note found.
