Opposition and litigation at this site

Yes. Rhodes Technology Park in Colleton County County, South Carolina is contested. Hearings, public comment, petitions, or organized opposition are on record, and no lawsuit has been filed so far. Residents raised concerns at a Sept.

A new status, a permit, a reception finding, or a lawsuit. Nothing else, ever.

How the community has taken it

Reception is a sourced signal, not an editorial judgment: contested means active public debate is on record, with hearings, petitions, or organized opposition, without litigation.

Residents raised concerns at a Sept. 22, 2026 information session, held about a week after the county passed a Digital Infrastructure Overlay District that allows data centers across much of its rural land.

Power and water

Developer says it will pay for all off-site transmission. Construction timing depends on an energy and transmission study with Santee Cooper. Project leaders say it is not tied to the Canadys gas plant.

Developer says the campus will use a closed-loop, non-evaporative cooling system. No water-use figure was given.

Notes on the record

A campus of more than 1,200 acres west of I-95 off Mount Carmel Road, inside Colleton County's new overlay district. Construction is expected around 2028-2029. The pin is an approximate point on the Mount Carmel Road segment west of I-95 (checked against I-95's OSM geometry), not the parcel. Same developer and the same 1,000 MW and $6B as the tracked project-boulder-colleton-county-sc, but on a different parcel: Boulder was ~859 acres at Cooks Hill Road in the ACE Basin, and an Oct. 5, 2026 settlement places that tract in a Data Center Exclusion Area. This may be a relocated successor to Boulder, so a reviewer should decide whether to merge it.

What the record does not establish, and the document that would

In every fight on our tracker the decisive fact came out of a public records request. These are the requests for this site.

  • Tax abatements or other public subsidy
  • Land area
  • Which utility serves it
Which document closes each gap
Tax abatements or other public subsidy
The abatement, PILOT, or development agreement approved by the county, city, or development authority, and the state's data center sales tax exemption certificate if one was issued.
Land area
The rezoning application, the plat, or the deed recorded with the county.
Which utility serves it
The electric service agreement or the utility's filing with the state public utility commission.

Distances are between recorded coordinates, many of which are a city or county centroid, so treat them as approximate. Cumulative load on one utility and one aquifer is the question a planning commission rarely asks.
