Power and water
Proposed in-stream tidal turbines in the Western Passage would power subsea AI server pods. A 1.5-mile subsea cable would connect to an onshore facility on Kendall Head (Boston Globe). The original February 2026 filing described a 51 MW tidal energy and subsea data center. The filing FERC accepted in August 2026 lowered output to a maximum of 15 MW.
Notes on the record
DeepGreen Western Passage SPV LLC (Needham, MA; managing member Louis Wolfson) filed for a 48-month FERC preliminary permit on Feb. 11, 2026. The permit is for feasibility and environmental studies only. FERC found the application deficient in July 2026 and accepted the revised filing in August 2026. Acceptance is not a construction permit; public comments were due Oct. 19, 2026. The investment was $415M in the February filing and $100M in the accepted filing, which also lists a 27-acre footprint in the bay. The pin is the OSM node for Kendall Head (node/358221168), the planned onshore landing, so precision is approximate. The developer has said feasibility is not yet determined.
